Human Rights Foreign Policy Under Bolsonaro: Pleasing The Conservative Constituency

Why is it difficult for Brazilian civil society organizations to stop the shift of Brazil’s positions in international human rights arenas? does dimension foreign policy suffer from changes brought by Bolsonaro’s government? Based on new rational choice institutionalism and analysis, this study analyzes policy, with a special focus gender issues. Our hypotheses are that (1) illiberal government, based conservative anti-human-rights his constituency, instrumentalizes because allows him space be more ideological less pragmatic; (2) arena nestedwithin electoral (the most important one), main objective inflections issues Bolsonaro government please energize electorate. From these two hypotheses, we argue linked reconfiguration responsiveness societal pressures, privileging evangelical at expense progressive organizations.
